Hi ElOriental,

Re: "when an app is hanged, how doni reset it or reopen it?"
Seems you should close an app only if it is unresponsive:
How to: Close an app on your iPhone or iPod touch - Apple Support
Eg: says:
"for iPhone X and later
- From the Home Screen, swipe up from the bottom of the screen and pause in the middle of the screen.
- Swipe right or left to find the app that you want to close.
- Swipe up on the app's preview to close the app. "
For more info: You can view an animation in the linked article above.

Re: "Theres one improvement i would like to suggest to Apple, where do i send it?."
Be sure you are giving this suggestion away for free if you send it to Apple.
( Apple’s Unsolicited Idea Submission Policy )
Apple Support has a feedback web-page online, where you can choose an iOS app, or the iPhone, etc.
to send feedback to those who work behind-the-scenes at Apple.
(They will likely not reply, yet your feedback will be carefully read or considered, and logged.)
A web-form will open for your feedback
