I just transferred my data over to a new Mac and the iTunes program isn’t able to convert mp4 audio files to mp3 files. What can I do?

Note that the file to be converted must be local (not in the cloud) and must be unprotected (not an Apple Music subscription file).

My older version of iTunes had the capacity to convert mp4 audio files to mp3 audio files, how do I get this back?
