I would like to crop an image precisely.
How can I specify the number of points/centimeters/inches to crop on a given edge?
How can I drag my mouse precisely without snapping to edges? It is not possible to crop a tiny sliver by dragging the edges of the image.
I have Pages 10.3.9 on macOS 11.3.1.

Then use an external Graphics tool to perform the crop as Apple's Preview is less informative about measure than is Pages. Pages was not designed to perform the level of detail found in the free GIMP, Pixelmator, or Affinity Designer to name a few external tools.
Pages supports points, centimeters, or inches from its Preferences : Ruler panel. Once you have set the preferred unit, select your image, and from the Image panel, choose Edit Mask and on it, select the crop tool:

Any reason why you have not updated Big Sur to 11.7.10 and obtained Pages v12.1 for it?
If you want Pages v12.1, you need to launch the Mac App Store and sign in with the same Apple ID as you used to previously install it. Press option+0 (zero) to open the Purchased panel and Pages will likely appear there with a blue cloud download icon. Click that and do not choose Cancel on any subsequent dialogs and you should have Pages v12.1, the last compatible version for Big Sur installed.
Displaying the ruler does not affect how the crop tool snaps.
The minimum I can crop is 7 points or 0.1 inch. I can crop any amount greater than or equal to 7pt, but I can't crop less. If I try to move the mouse to crop 1-6pt, the crop tool will snap either to 0 crop or 7pt. I cannot crop 2pt, for example.
