Is this still a thing?

I would like to gift my partner an iPad for his birthday. He would use it mainly for creating 3D printing designs. My concern is, since he lives momentarily in Costa Rica, would the iPad work properly there? I remember that, a few years ago, if you would buy an Apple product from one country, you couldn't use it properly in another one. It happened to me when my uncle from France gifted me an iPhone, I couldn't use the internet connection outside of the Wi-Fi connection of my house. So my question is: is this still a thing? Do the products still get 'blocked' if they are bought in a country and used in another one?

Hello. I can tell you from experience, I am from Canada. I have travelled to many countries in the Caribbean, in the US and in Europe. l can use my iPad everywhere as long as I can log into the wifi system with the password wherever I am.

The same applies to my iPhone, I can use the wifi, but I still need a cell phone plan to phone someone. When I leave the premises where I am I need a mobile plan to be able to use the iPhone to call anyone, and if I want to check something on the internet then I definitely need a mobile plan with Data included.
