Because NO apps are transferred from an old phone. If you follow this guidance→Transfer data from your previous iOS or iPadOS device to your new iPhone or iPad - Apple Support, DATA and SETTINGS will be transferred, then the apps will be downloaded from the app store if you leave the phone connected to power and either Wi-Fi or cellular data.
