Optimized Charge Limit on Apple Watch Series 7 - Stopped working with watchOS 10.1

I have relatively new Apple Watch Series 7 that was working great with the new Optimized Charge Limit feature introduced with watch OS10 (not to be confused with Optimized Battery Charging introduced with watchOS 7). I was actually showing the open charge ring with the limit when I began the update to watchOS10.1 (from 10.0.2) about 10 or 11 days ago. Since 10.1 installed, I haven't seen the open charge ring again. It's always closed for charging to 100%. Is the feature broken in 10.1, or did the software update remove the previous learning and it's taking this long to relearn?

I really liked the feature and its potential to further optimize the battery life of my Apple Watch. I'm hoping that it's not gone, or broken for any significant time.
