I have been using the apple app calendar for many years but now want to switch to the MS Outlook calendar app. The apple calendar file export as a .ics file it needs to be converted to a .olm or a .pst format.

You can export your calendar to ICAL format, change file extension to ICS and import it to Outlook.
The only thing that does not work are the Attachments in the events. So if you get an error while importing to Outlook, you need to manually modify the exported file and try again. So far this is the only thing not working for me.
In short you need to delete from the file all ATTACH lines until the next tag, for example if you have something like that in the file:
BEGIN:VEVENT
ATTACH;FMTTYPE=image/jpeg;SIZE=182922;VALUE=URI;X-APPLE-FILENAME=photo-1

you need to remove the line starting with ATTACH and all the consecutive lines indented by a space character. So the fragment above becomes just:

CREATED:20210311T000000Z
Unfortunately, you loose part of your data during this migration (attachments to events). I haven't found a better solution though.
