I turned off all restrictions, reset network settings, but still won't let me sign out on both iphone 12 mini and ipad.

Did you disable Screen Time, and enable Account Changes in Screen Time>Content and Privacy restrictions?
I had this same problem a couple of days ago. I had to turn of the screen time passcode and reboot my device. i then was able to sign out.
Do you have a work email account on these devices? If so, that may be preventing you from signing out. Remove the account in Settings>Mail>Accounts.
I think you've tried everything possible, I'd contact Apple Support so they can check the iPhone even remotely to see what's best to be done to sort it. You can also download the Apple Support app and chat with the support team
The only last thing I can think of, which an agent with an app that I was having problems with told me to do, is to close all screens that are open (swipe up from bottom of screen) and then reboot the phone.
Did you hard reset the iPhone after that?
Is it any better connecting the iPhone to your Mac?PC iTunes to reset it?
Try signing into iCloud and removing your device from there.
whoops .... looks like u might have already done what i suggested. if so, try totally deleting/removing the code.
I presume you really don't remember the password in that case the only option is to reset the iPhone, that should work

Thanks for your reply. Yes, disabled Screen Time and allowed Account Changes and all the rest, deleted Passcode etc. but it still won't let me sign out. I want to get a new iphone but need to be able to sign out of the old one. Very frustrating.
UPDATE:
So for the ipad it finally worked, and thanks to all who helped, but unfortunately it didn't work for the iphone.
The iphone still says "sign out not available due to restrictions" with greyed out sign out button, and at the same time the box to "Sign in to iCloud" for AppleID verification appears when I click on my account in settings.
How is that even possible?
I do remember the password, that is not the problem.
And anyway to reset the whole phone you have to be signed out, which I cannot, because the sign out button is greyed due to restrictions apparently. All of which I have turned off.
