I turned off all restrictions, reset network settings, but still won't let me sign out on both iphone 12 mini and ipad.

I had done that, and then the sign out button on my phone was still greyed out, but at the same time a box came up to ask me to sign in again. So I signed in again and the sign out button stayed greyed out. I don't get it anymore.
Yes, the network settings, not the whole phone, because you have to be signed out to do that.

I did delete the screen time passcode and reboot the phone

I have not tried connecting to mac yet, but i did sign into itunes, and that did not work.
