Safari is part of iOS, iPadOS, and macOS, and updated with the operating system.
If you have updated or upgraded to the most current version, you have the latest available Safari.
If your iPhone or iPad or Mac does not support the latest version, you may need to use an alternative browser, or a newer iPhone or iPad or Mac.
Or the website is broken, as was the case with Chase earlier in this thread.
One of the ways to update a browser, is to see that the macOS is up to date.
This would pull along the correct updated Safari, if one exists for the macOS.
Another aspect would be to get a third-party browser such as Firefox or Brave.
Some of longer term Mac users have several; they may not share bookmarks.
You may notice we can tell without even asking that you are using Chase Bank.
They are the only large financial institution with this problem, and it is theirs to fix. They need to stop using the outdated and privacy-intrusive "user agent" query to determine browser compliance. No responsible institution does that any more, for good reason. Unfortunately, that leaves you out in the cold until they realize the error of their ways and correct it.
The workaround for end users who are unable to update their Macs to a newer macOS version is to use a different browser.

The bottom line is that there is nothing wrong with your Mac's version of Safari, but that bank is using an outdated and ill-conceived method of determining browser requirements. If you are so motivated direct their attention to the WWW publication User-Agent Client Hints (courtesy VikingOSX).

Are you possibly dealing with Chase bank here?
Their website is reportedly mis-coded, and is erroneously mis-detecting a current web browser as being stale.
Pending a fix at Chase, temporarily switching to Firefox might get you going again.
