I have purchased iTunes music that is not available in my library or purchases section of my Apple Music but I have the receipt.

Have they been hidden?
Open the iTunes Store, scroll to the bottom and sign in with your Apple ID to look for hidden purchases.
Also look in the music app by tapping on your profile, scroll up to Account Settings > hidden purchases.
