Downloaded pdf document "sticks" to the HD icon

When I download a pdf document it "sticks" to the HD icon on the desktop. If I drag it off, as soon as I release the drag it jumps back to the icon.

Is there a setting I could change when opening a pdf to open in its own separate window rather than another tab in Preview? It used to do this as a default and now I can't follow where the open window is as easily and I find it annoying when I open a new .pdf document and it is not immediately on the front of my desktop. I find myself constantly wondering if my touchpad is working to open the document or not... In reality it is just open underneath other items because it is added in a new tab on the open previewer. Desktop Kindle Download has "No Entry" Symbol on Icon My Desktop Kindle app required a new download. I am working on an old MacBook Pro (Retina, 13-inch, Mid 2014) with 2.6 GHz Intel Core i5 running High Sierra 10.13.6. Upon decompressing the DMG file, the icon for the app shows a no-entry graphic over the app. I am unfamiliar with that. Can anyone help? Thanks.

Highlight the Desktop, use CMD+j keys, choose Stack by>None, and Sort by Name.

From on top of the HD icon to an empty space on the desktop.
