The watch gets its time info from the paired iPhone. Perhaps these links will help:

I noticed your tag says you have an iPhone 5s with iOS 12. Chances are any of the newer watches and watchOS versions will not work with that configuration. For example, a series 9 watch with watchOS 10 requires at least an iPhone XS with iOS 17.
