Why am I paying 99 cents for iCloud
The Verizon rep told me I needed more data, so he suggested I register with iCloud and pay $.99 a month is this necessary?

Why did you go to see or called a Verizon Rep? What issue where you having exactly that prompted this?
If you are running low on your iPhone's local storage Capacity, then no, buying iCloud storage would not change that in any way.
If you are running low on iCloud Storage for some reason, and need more for backups and photos for instance, then yes, buying more iCloud Storage would be recommended.
If he meant cellular data for internet browsing when away from Wi-Fi, then no, iCloud has nothing to do with that, and I'd be very surprised he would suggest that.
