I am transferring from iPhone 11 to iPhone 12 and it won't install iOS17

I am in the transfer process from iPhone 11 to iPhone 12 and one of the last steps is to install ios17 and it will not let me skip this step. The download keeps loading and preparing the download but will not install. How do I fix this? Wifi is not the problem and storage is not the problem.

Can you try and force restart the iPhone and see if the install proces Will run after that?

Press and quickly release the volume up button.
Press and quickly release the volume down button.
Press and hold the side button.
When the Apple logo appears, release the side button.
