I cancel my international debit card because of strange transactions. There is a pending payment on it. I want to register my local debit card it’s not accepting it. The location is not changing.
Go to Settings->General->Language & Region->Region and make sure it is set to a region where Apple Pay is supported.

The card you want to add, must be from the country your iPhone is set to.
Also, if the pending payment is from the iTunes or App Stores, you will need to add the card to your Apple ID, not the Wallet App.
