Unable to change billing information from USA address to home address for App Store purchases

I was in the United States for professional training, and I had a debit card in USA and linked to an address in USA. I cancelled my debit credit when I left the USA. Now I returned to home and looking to get new applications from Apple Store, but I was not allowed to do so because my new cards in my home address are not allowed. I understand from the support pages that it because of memberships on applications that I had with USA debit card that I had while I was in the United States.
