Sharing messages across multiple Apple IDs

Is it possible to restore backup data from an old iPhone to a new iPhone but create a new Apple ID to use with the new phone and not lose years of text message data and the photos contained in those old text messages?

My wife and I each have had several iPhones continuously for about 15 years now starting with the 1st generation iPhone in 2007. Back then we didn’t know any better and operated both phones using the same Apple ID. You can do that, but it causes unwanted data sharing issues. About 10 years ago she created a new Apple ID to use with her phone and freaked out when she realized she had lost all historical text messages along with any images and files attached to those message. She promptly abandoned that ID and restored the phone with our shared Apple ID but found that those old messages were no longer available. They were lost forever.

Now she wants a new iPhone and wants her own Apple ID. So here we are, again. Is there a way to transfer data from an old phone with one ID to a new phone with a different Apple ID?
