A lot depends on your photography workflow. Photoshop and Lightroom run fine on my 2023 15" MacBook Air with 16GB of RAM. I tend to work on one photo at a time, so I'm not doing any batch processing. If your workflow involves a lot of photos open at the same time, you might consider going with 24GB of RAM...but even then I'm sure 16GB will be fine.
I would consider bumping to 24GB if you deal with a lot of video editing, but you didn't mention anything about videos.
