mobile hot spot device

Purchased a mobile wi-fi with sim card to run my IPHONE 10 XR when i was on vacation in Italy. I shut data off on phone and turned wi-fi and bluetooth on. When I returned from vacation my carrier (ROGERS) bill charged me roam like home each day I was on vacation. How can that be when data was shut off and using a portable wi-fi ?

iPhone 6, iOS 12

You are welcome.

Roaming being Seen:

A. Is "Data Roaming" Enabled?:

If Data Roaming was not turned off, then it was seen as roaming. So, you should have turned off Data Roaming, before turning Cellular Data on.

B. To Avoid Roaming:

  1. Go Here: About Cellular Data Roaming Options for your iPhone and iPad - Apple Support
  2. Scroll to: Turn off Data Roaming or prepare for a trip
  3. As it Reads: "Check your Cellular Data options and turn off Data Roaming."

C. Contact your Career:

If this does not seem right, then contact your Carrier to avoid fees and higher rates. So, see if you can get on someone's WiFi (with their permission, of course), and ask them if you may chat with your Carrier. You'd find their chat menu likely on the bottom-right corner of your screen.
