Error:"Billing problem with a family member's previous purchase." However no billing problem exists.

Daughter cannot download free app. She gets an error message, There is a billing problem with a family member's previous purchase." However, there Is no billing problem on the organizer's, my, account, and I can download apps freely. Only my daughter cannot.

I was able to fix this problem by disabling purchase sharing with my family and then reenabling purchase sharing a couple minutes later. I believe the problem stems from my recent debit card update, my old one expired and my bank sent a new one. This new debit card information was apparently not shared with my family members. There was no outstanding balance on any of my family's accounts, but still they could not download any apps, even free ones. Disabling and then reenabling family purchase sharing fixed the problem. Obviously, this bug needs to be fixed by the Apple development team. Seems to be an easy fix, but someone at Apple needs to jump on it.
