Notes & iCloud

I do not have the option to save notes to my iCloud folder. The iCloud folder is completely gone from my notes app. I have notes turned “on” in the ICloud. I am signed into my iCloud account in the notes app but I do not have the option to set as my default folder. I have signed out and in of iCloud, deleted and redownloaded the notes app, even a system upgrade and reset and it still will not give me the option to save notes to my iCloud.
