I have the exactly the same problem, I was going to transfer my old phone to the new one but it didn’t work because I needed to update my phone to the newest software. But I could download iOS 17.1.1 but I wouldt update it so now I’m using my new phone and old one because i have all my apps and other stuff on the old one.

This is ridiculous, I’ve been trying to set up my wife’s new 14plus since 6pm, it’s now 4:58am and still stuck on the update. I tried all the YouTube videos, tried Apple support and chat. And all they been able to tell me it that I need to install using iTunes and that doesn’t work, so they had me update my iTunes, and now that recognizes my wife’s new phone as mine and still won’t update or set up as new. Mind you she has a presentation later this morning and her old phone now has no esim. Apple support had me set up the new phone without transferring data and try installing a past version of iOS 16.7.2 and then clearing data to set up phone. But that didn’t work and now she’s without a cellular data. I’m out of options and beyond frustrated with the system. It’s now 5:04 and have been at the for 11hrs. Great job Apple

I bought iPhone 15 pro yesterday and I still can't use it, i can't update both of my iphones and impossible to do transfer to new iphone without install update. Bravo, apple!!!

If you have two iPhones that are eligible for iOS upgrades, I would suggest not updating them at the same time. That will make them compete for available bandwidth to whatever Wi-Fi router you are using to connect to the Internet. The total transfer time will be at least double what it would take to update one phone, by itself.
