how can I set my phone to switch to phone data when my wifi is not working?

For your iPhone to auto-switch when wifi isn't working you can use the Wifi-Assist feature.
How to activate Wifi-Assist?
- Settings > Cellular or Settings > Mobile Data. Then scroll down and tap the slider for Wi-Fi Assist.
