Watch series 8 has Apple in center and dashed circle line froze

Trying to setup Aaale watch series 8 just purchased from Amazon. My watch app on phone says unable to connect to watch. The watch displys an Apple in center with dashed lines in circle along outside. Froze can’t turnwarchon or anything else.
