My Macbook Air 2020 battery is already at 99% capacity with a cycle count of 17. Isn't it too early for the battery to lose capacity at 17 cycles?

No. It's normal and to be anticipated. Your Mac's battery will last for a long time.

Battery capacity will fluctuate over short periods of time from one charge cycle to the next. Read Batteries - Maximizing Performance - Apple.
