Backup from iCloud to new iPhone

While upgrading my iPhone from 12 pro to 14 pro max I lost some photos from iCloud. My last iPhone iCloud is 17.3gb and new iPhone iCloud is only 7.1 gb. How do I retrieve my old photos from iCloud
