Turn iPad into photo album only

I would like to be able to turn my old iPad into a photo album only so I can delete photos from my iPhone but still have them on the old iPad I no longer use. I have photos I want to keep but not necessarily on my phone but if I put them in a folder in my photos then delete the picture from recents it deletes it from everything. If I leave it, it is in both so it is taking up space in both folders. Is there a way to save a pic in an album then delete it from “recents” but still have it in the folder?

iPad Air 2, iOS 12

Presumably you house your photos in iCloud Photos and that's how they appear on both devices.

Set up your iPad with the photos you intend to keep there.

Then on your iPad, do:

Settings > Photos > iCloud Photos = "Off".

Then choose "Download Photos & Videos" from the resulting pop-up.

Your iPad will now be completely isolated from any photo transactions performed on the iPhone.

Answering the question not covered by sberman’s previous reply...

You perhaps need to understand that albums, including Recents, are merely a subset of the Photo Library. Albums are not independent folders; photos assigned to Albums (or those appearing in Recents) do not occupy additional space on your device.

As such, deleting a photo from Recents will delete the associated photo from the Photo Library and all Albums to which the photo is similarly assigned. An individual photo can be assigned to as many individual Albums as you wish - but only one copy of the Photo exists within the Photo Library.
