Preview - Actual size is wrong

I use Preview to check images.

When I open a picture in Preview (with Preview -Settings - Images: "1 image pixel equals 1 screen pixel") the picture is enlarged (200%).

When I open a picture in Preview (with Preview -Settings - Images: "screen size equals print size") the picture is shown at right size (100%).

What's wrong?
