how to turn on purchase sharing for music in friends and family

I have enabled friends and family with both my apple ID's for my apple music. But my full music library only shows up on my computer and I believe it's because 'purchase sharing' is not on. When I go into 'purchases' it says requires purchase sharing, but it doesn't allow me to go any further on any of my devices. how do i set it up?
