No passwords on new iPhone with Keychain enabled

I restored my new iPhone from the backup. Keychain sync was enabled on the old iPhone, and is also enabled on the new one. There are no passwords on my new phone. This also happened to me two years ago when I was upgrading, and now again. How to fix this?

Keychain restoring how can I restore keychain on my new iPhone? I backed up my old phone and keychain is on. I go to settings and then into passwords but nothing is available.
