My phone was totally submerged for about 3 seconds. It worked fine for a day but when I tried to restart (my face id wasn't working) it wouldn't turn back on. Now the apple logo just flashes. What to do?

You might take it to the nearest Apple Store to see if there is any chance of fixing it. Water and electronics do not mix well. I hope you have purchased Apple Care + for this phone!
Great news. When a phone gets wet turn it off immediately and wait for it to dry out, 3 or 4 days depending on how dry the environment is. Using it while wet can make problems worse. Don’t put it in rice; that will make it worse. This has the best chance of fixing it, but is not a guarantee.
Smart to be not too hopeful. You'll likely be purchasing a new iPhone.

Phone just turned back on! Who knew?
Update #2: Kept genius bar appointment and got bad news. Failed all the tests and hanging on by a thread. Oh well.....here we go 15 pro! Thanks for your reply!

I suggest trying to return it (if you do you could get money towards a new phone) and if you have insurance on it than use that.
