The only way to get space on an iPhone is to delete things you don't need or use. Once purchased, there is no way to add memory to an iPhone. If you bought more storage, you bought iCloud storage, which in no way increased the space on iPhone. It simply permits you sync more data with iCloud.

The amount of device storage on an iPhone is fixed for the life of the phone.

This is storage on an actual chip (or chips) soldered into the phone. It plays the same role on an iPhone that an internal SSD does on a Mac or PC. There's also RAM (whose amount Apple usually doesn't mention) – and you can't upgrade that, either. It is what it is.

An iPhone needs device storage to store iOS, store apps, install iOS upgrades, and to store any other data that it might need when offline (like songs that you might want to be able to play without an Internet connection).
