If you have created an AppleID in recent years, two-factor authentication is mandatory - and cannot be disabled.

Two-factor authentication for Apple ID - Apple Support

If you have an older AppleID account - and have recently enabled two-factor authentication - you have a short period of opportunity within which to disable this security feature. If disabled, many functions will not be available.

You cannot turn off two factor authentication unless it was turned on within the last 2 weeks on an older account. If you did turn it on within the last 2 weeks, then you will be able to shut it off using the link in the email you received when it was turned on.

Since you cannot turn it off, you may want to describe the problem you are having and someone may be able to provide a solution here for you.
