Delete photos on iPad but not phone

Hi, I followed advice from another thread to turn off iCloud Photos to delete videos and photos from iPad but not from phone. However, I want the newer photos to sync. When I turn iCloud Photos back on again it syncs them all. I don’t have enough storage for this..please help!

Sync is all or nothing. You can optimize the photo library on your device (settings > photos) to substantially reduce the size on the iPad
