My brother passed away suddenly and he had an iPhone and 2 iPads that no one knows the security code to unlock so that a new family member can use the items. We have a death certificate and proof of me as the executor. How can we get them blocked and reset to factory settings?

You will need your brother's Apple ID and password once the restore is complete, to set them up again for somebody else.
Follow the steps in the support document linked below, to request access to his Apple ID, so you can setup the iPad once the restore is complete.
