If you have enabled iCloud for Photos then the video may play only if you are connected to the internet.

Here are some possible reasons why your iPhone 6 with iOS 12 is not playing videos in your camera roll:

  • Optimize iPhone Storage is enabled. This feature saves space on your device by storing lower-quality versions of your videos in iCloud. To play the original videos, you need to download them. To do this, go to Settings > Photos > Optimize iPhone Storage and toggle it off.
  • The videos are not stored locally on your device. If you have iCloud Photo Library enabled, your videos may be stored in iCloud and not on your device. To download them, go to Settings > Photos > Download and Keep Originals.

Here are some additional tips:

  • Restart your iPhone. This can often fix minor software glitches.
  • Check your storage space. If your iPhone is running low on storage space, it may not be able to play videos. Try deleting some unused apps or files to free up space.
  • Force close the Photos app. To do this, double-press the Home button and swipe up on the Photos app preview. Then, reopen the app and try playing the videos again.
  • Reset your iPhone's network settings. To do this, go to Settings > General > Reset > Reset Network Settings. This will reset your Wi-Fi and cellular settings, which may fix any problems with playing videos.

If you are still having trouble playing videos in your camera roll, you can try contacting Apple support for help.
