my iphone 13 pro is stuck in recovery mode with no hope of coming out of it due to this new update i believe. i was quoted $600 to send to apple for software repairs, but it is apples fault. will apple take care of the issue and fix my $1,200 phone?

I seriously doubt Apple said they would charge $600 for software repairs. Either you didn't talk to a real Apple rep and found a third-party repair shop that is trying to rip you off, or you misunderstood what Apple said. If it's a hardware issue, then yes it could be a $600 repair.
Make an appointment at the Genius Bar to have it diagnosed.

i was unaware of where exactly i was submitting my question to, but i am trying to raise awareness to my issue, it was less of an “apple, answer me😡.” but, i hope maybe apple users with this issue too will see my comment and hopefully find answers.
the phone repair man i took my phone to said he’s seen just about 30 of the same instance just in the past week come in, and that he hasn’t resolved the issue.
no seriously i sat in the apple chat with somebody for over an hour explaining the software issue and they concluded i send my phone to the nearest apple, got my information, and send a quote to my email of $585 (so not exactly 600 but). i can’t make this up! i’ve chatted with apple multiple times now and it hasn’t changed.
You have posted to a user-to-user site. We are all users here......just like you.
We cannot say what Apple might do or when they might do it, or answer for decisions that have been made by Apple.
