On an Intel Mac—both Try resetting the SMC Reset the SMC of your Mac - Apple Support
Try resetting NVRAM/PRAM Reset NVRAM on your Mac - Apple Support
On the M1/M2/M3 Mac—the best you can do is A SafeBoot Use safe mode on your Mac - Apple Support to sort many anomalies.
Typically I would suspect a hardware issue in this case take it in for assessment—
In or out of warranty you can get a free over the counter 'Apple Service Diagnostics' test /assessment
Make an appointment for a "hardware issue"

So I've worked out the intense flickering happens at low light levels only. If I shine a light onto the light sensor by the camera the Touch Bar flicker stops almost immediately and I have a fully functioning Touch Bar again. I took into Apple and they watched me demonstrate and said its 96% certain it's a hardware fault and that'll be £580 to fix.

yes this was my statement above—suspect hardware.

Sorry to hear that. Really hoping it doesn't return.
I didn't get mine changed as I believe it's an inherent fault with the machine that started probably 2 1/2 years after I paid £3500 for it and resent paying more to the richest company in the world. There are reasons Apple has discontinued the Touch Bar.
I've bought a small light that I shine into the light sensor next to the camera which stops the Touch Bar flickering. It looks embarrassing but its a fix that cost £5 and not £580 Apple were asking.
I had the same issue, tried all the options I found online, but in the end had to take it to the Apple store to replace my whole battery, touchbar etc.
Thank you for getting back to me. I’ve tried all those things. Apple found nothing wrong with the machine after all the diagnostic tests and updating the software of the touchbar. The next step would be to hand the machine over and pay £580 for them to do further tests. What stuck in my craw - apart from the money - was the inferring by the Genius that nobody else had this problem. My 2010 MacBook Pro had an inherent video chip problem that a small programme found online fixed. Am hoping there might be the same for this problem.
