In what scenarios does the ipad mini 6th gen (2021) support USB 3.0 vs USB 2.0?

My device only enumerates as a USB 2.0 device when connecting to my Windows laptop. I read in a forum that the ipad mini 6th gen only does USB 2.0 speeds when acting as a device to a laptop but when the ipad is data host (with a usb storage device, for example) it can support up to 3.0.

I'd just like to confirm what USB behavior I should expect with this device.

All reports that I've seen say that it only talks USB 3 to an external storage device. When you connect from any kind of desktop device, it only runs on USB 2. The cable is irrelevant.

I don't have this particular device. I'm just reporting what I've heard other people say. I also haven't seen any official Apple documentation about it. Apple doesn't really support direct connections like this anymore. Sometimes it works and sometimes it doesn't.
