To Apple Pay specifically, nothing. Apple Pay does not hold any money.
If you mean how much money can you send to another person over Messages, that is sent from your Apple Cash account, not your bank account, and:
You can have a maximum of $20,000USD in Apple Cash, and you can send a maximum of $10,000USD per message and a maximum of $10,000USD every 7 days.
