Safari windows will not open

I am running MacOS Catalina with an intel processor. I cannot get Safari to open on my computer. It will show me the menu bar at the top, but will not open any windows. I've tried restarting, shutting down, updating, all to no avail. I'm not sure what else to try, but I must be able to open Safari windows; Mac won't let me change my google password for Mail without opening a window in Safari!

When I log in as a separate user on this computer, Safari works fine.

I appreciate any suggestions for how to resolve this.
