If you don't see any WiFi options, then connect an Ethernet cable to connect the laptop directly to the router. Will also need a USB-C to Gigabit Ethernet Adapter. The error message clearly tells you to attach a network cable as another option. Without a network connection of some sort you won't be able to proceed.
Unless you Activate the Mac you won't be able to do anything with the Mac at all. The newer Macs require you to authenticate with an admin user account stored on the internal SSD and security enclave chip. If you cannot do this, then you will most likely need to perform a firmware "Restore", but this may still require a valid network connection to Activate the Mac anyway, but maybe the firmware restore will fix whatever underlying issue is going on with your laptop.
