I bought a macbook pro (intel chip) from a friend and he must have wiped out the harddrive. I'm been trying to get Internet Recovery to start up the Mac but to no avail, any suggestions?

Installing the MacOS:
A. USB Bootable Installer:
Have access to another Mac? If so, create a USB Bootable Installer, and install from that. See here: Create a Bootable Installer for macOS - Apple Support
B. Can’t Associate it to your Account?:
If it comes down to it, he may have to install it all and then perform as instructed here, including the iCloud logout. If he doesn’t, it will stay associated to his account: What to do Before you Sell, Give Away, Trade in or Recycle your Mac - Apple Support
