Can you define what you mean by "continuous"? I mean - really specifically?
These notifications are normal behaviour. You will get them any time you install 3rd party software that runs 24x7 in the background. You will also get these notifications when some 3rd party app installs that same kind of software on its own initiative. Apps from large companies like Google or Microsoft can issue new updates daily.
However, there is also a common, but poorly understood, bug where these updates never stop. You probably should never see more than one a day. But if you get dozens a day, then you are suffering from this bug.
Unfortunately, this entire architecture is poorly understood by everyone involved, including 3rd party developers who use it and even Apple, who designed it. Consequently, when it goes off the rails, nobody has any idea how to fix it. Plus, even when it is working normally, people get upset and confused and tend to try every hack ever posted on the internet to stop it. As you might expect, this only makes the problem much, much worse. It's at this point that people come here for help.
So how to fix your problem, whatever it might be, assuming it actually is broken? Hard question, to answer, that is.
My recommendation is to apply a fix proportional to the scale of the problem.
If you are only seeing these messages once or once per day, then there is no problem. It is working as designed. You can uninstall the 3rd party software. I realize you have already refused to do that. I'm still listing it as a solution for anyone else that might come along. Another option is to turn off all system notification entirely.
If you are seeing multiple notifications per day, then you can try to uninstall the 3rd party software in question and then reinstall it. That might fix it. Might not too. If it doesn't fix it, you can erase your hard drive and reinstall the operating system. When you restore, make a point to avoid restoring apps, software, system settings, or "other files". You should only reinstall your user accounts and user files. Then you can reinstall the 3rd party software. Assuming said 3rd party software is actually operating correctly (which is a BIG assumption), this is a guaranteed fix.
If your problem isn't severe, or if you need to take the extreme solution and wipe the entire machine, there are a couple of things to remember.
1) Never search the internet for solutions. Anything you see posted as a fix for this problem is wrong, wrong, wrong. I know they sound like they know what they are talking about. I know these posts get repeated and reposted everywhere. I feel your pain. It's all wrong. Trust me bro.
2) In Ventura and later, there is a new user interface in System Settings that allows you to control which login items and background tasks run. This was introduced as part of this whole new architecture. Never, never, never use that interface. Never try to disable anything. You will only make the problem worse. "But wait", you ask. "Didn't Apple create this user interface specifically for this purpose?" Yes. None of that changes anything. If you want this problem to be worse, go flip some of those switches. Most likely, it will only cause more notifications. Furthermore, it will break important functionality that these 3rd party apps need to work properly. Trust me bro.
