Purchase an iPhone for two countries

My wife is currently working in Japan, and needs to get a new iPhone. She uses an account with a Japanes carrier while there, and would like to change to her Verizon carrier in the U.S. when she is home. Would it be best to purchase an iPhone directly from Apple for this purpose, rather than getting a new iPhone through a cellular carrier?

Yes, it would be advisable to buy it from Apple, not a carrier. Buying from a carrier will likely result in a phone locked to the carrier. Also note that an iPhone purchased in Japan, will not have warranty in the US and vice-versa if the phone was purchased in the US and used in Japan. But if the phone needs to be purchased before she returns to the US, buy it from Apple directly.
