How to create your new user if Migration Assistant moved your user data but did not create your user ID. So the files are there but locked. How to create the user ID with out starting over?

I created a user ID with the same name as my old user ID on the old computer. Its in Users and Groups settings. Then I set a password and my new user account was created with access to my user files that had been Migrated but locked when Migration Assistant failed to create the user ID for me. This is so much better than waiting hours migrating those files with Migration Assistant again.
