When exporting a playlist in the Music app what are M3U and M3U8 extensions?

If I recall correctly iTunes used to post identical files regardless of the option chosen. Despite the fact that it should be capable of successfully importing any playlist that it exported I found that it has occasional issues with some accented characters, e.g. umlauts, however that was a long time ago. Music may function better.
