It is impossible to increase the amount of RAM or internal storage in your iPad - as this is fixed during manufacture; what you have is fixed for the life of your device. You can, however, subscribe to a higher tier of iCloud storage - but this is not a substitute for internal storage.
Upgrade to iCloud+ - Apple Support
If your internal storage is full, your only option is to better manage the storage that you have - and delete unused Apps or unneeded data.

iCloud is for syncing, not offloading files to free up space on a device.
If you are asking how to physically add more storage to your iPad, I'm afraid the answer is no. You cannot get more storage on any iPad. Each iPad comes with a set amount of storage that cannot be changed. You have two options:
• Buy a new iPad that offers more storage, or
• Optimize the storage on your current iPad. You can do this and possibly free up space, by deleting apps, deleting old photos you no longer need, old emails & messages. You can read more about it here: How to check the storage on your iPhone and iPad - Apple Support.
