Recently, all of my calendar events were deleted due to an unknown cause. I use outlook.com for email and calendar and sync to my phone (my speculation is that it happened during some sync operation.) Can I find/restore backups from a week ago?

The iPhone calendar is merely a mirror of the content in your Outlook account. I would check your Outlook account online (as a web page) and see in that space if there is a way to recuperate your data, if indeed it has disappeared and the connection to the account has just not been lost.
